- 偷越國（邊）境是指自然人違反出入國（邊）境管理法規，在越過(guò)國界線(xiàn)或者通過(guò)法律上的擬制國界時(shí)，不從指定口岸通行或者不經(jīng)過(guò)邊防檢查，或者未經(jīng)出境許可、未經(jīng)入境許可，可追究其行政責任或者刑事責任的行為。偷越國（邊）境是違法行為。
