民國六年復辟事件平息后，國務(wù)總理段祺瑞不允許國會(huì )恢復，并對內實(shí)行武力統一政策，擴充軍備，派軍進(jìn)攻湖南。國父孫中山先生乃于廣州組織軍政府，親任大元帥，號召護法，舉兵北伐，稱(chēng)為「護法戰爭」。
